While most shipments clear customs in the destination country during transit, there are a number of possible situations that could cause a shipment not to clear during transit, including:
- Manual air waybills
- Missing/incorrect paperwork or documents
- Improper HTS codes
- Mismatched paperwork or documents
- Incorrect use of a pro forma invoice
- Formal customs entry was required due to the value and/or commodity
- Additional permits or licenses are required for the shipment to be imported into the country in question
